Some consolation for the Mexicans could be found in the fact that Brazil beat the Italians by the same 4-1 margin in the final of the tournament.

Mexico did its best in 1970, but the tournament really belong to Brazil, who were unstoppable in the tournament. Perhaps it was best to lose earlier than to have to face what is considered the greatest Brazilian team of all time. Pele was the star of the tournament, which was to be his last. Brazil, though, were far from a one man team. It was truly a team of superstars, the like of which may never be seen again.

Hopefully Mexico will get the opportunity to host a World Cup for a third time. With their recent improved performance on the world stage, one would have to assume that this time they would get it all right. Until then, the world will have to wait to watch them play in the 2014 World Cup in Brazil.

Rebel gains inevitable but Assad can still seek exit: U.S.

WASHINGTON (Reuters) - Syrian rebels will eventually control swathes of territory but Syrian President Bashar al-Assad still has time to negotiate an exit, U.S. Secretary of State Hillary Clinton said on Tuesday.

Speaking as if a rebel military victory was inevitable, though other U.S. officials say the 17-month armed conflict may drag on, Clinton for the first time said the opposition would ultimately be able to provide "safe haven" inside Syria.

Suggesting the U.S. focus has moved to how to grapple with an eventual collapse of Assad's rule, Clinton stressed it was time to look at "day-after issues" such as how to govern a post-Assad Syria and how to avert a bloodbath of sectarian reprisals.

The last week appears to have been the bloodiest in the conflict in which the Alawite minority that has ruled the Sunni majority country for four decades has sought to crush the rebels' uprising against Assad.

"We have to work closely with the opposition because more and more territory is being taken and it will, eventually, result in a safe haven inside Syria which will then provide a base for further actions by the opposition," Clinton said at a news conference with Haitian Prime Minister Laurent Lamothe.

"We do believe that it is not too late for the Assad regime to commence with planning for a transition, to find a way that ends the violence by beginning the kind of serious discussions that have not occurred to date," Clinton said.

Clinton made no suggestion that the U.S. government would help defend any rebel safe havens against Damascus' heavy weaponry, which would require a major escalation of Washington's involvement in the conflict.

She said that among the challenges the opposition must prepare for are creating governing entities, protecting Syria's chemical weapons, facilitating humanitarian relief and protecting the rights of all Syrians should Assad fall.

"It's important to look at these day-after issues," Clinton said.

"We're working across many of these important pillars of a transition that is inevitable. It would be better if it happened sooner both because fewer people would die or be injured, but also because it would perhaps prevent sectarian retribution," she added.

U.S. INTELLIGENCE SEES PROTRACTED CONFLICT

Syrian troops backed by helicopter gunships fought rebels trying to seize central Aleppo and pursued a campaign to regain full control of the capital Damascus, residents and opposition activists said.

U.S. intelligence officials see both sides in Syria as being in it for the long haul and that while the opposition since April has begun to be more effective against the Syrian government, the likelihood remains for a protracted conflict.

U.S. intelligence officials say the overall trend for Assad's government continues to be downward.

Earlier in a speech at the U.S. Holocaust Memorial Museum, Clinton said the Obama administration - which has previously said that it is providing communications equipment to the rebels - was now doing more, though she did not provide details.

"I have to say that we are also increasing our efforts to assist the opposition," Clinton said.

"It will be unfortunate if, indeed, the Assad regime and those around them decide that it's an existential struggle for them and they will maintain and even increase the level of violent response," she added.

Clinton later told reporters that the "existential struggle" comment was meant both to signal to the rebels that they should not pursue reprisals against the Alawite minority as well as to make clear to Assad that he could still negotiate an exit.

"Those are two good options," Clinton said. "We do believe that it is not too late for the Assad regime to commence with planning for a transition, to find a way that ends the violence by beginning the kind of serious discussions that have not occurred to date.

"It's very important that the opposition fighters, as they get better organized and expand their presence more broadly, send a message that this is for the benefit of all Syrians, not for any group, not engage in any reprisals and retribution that could lead to even greater violence," she added.

A British artist?s plan to create a mouse with Elvis Presley?s DNA has set websites buzzing over the past week, but right now it?s no more than an art-show concept. And it's not clear whether the concept will ever get any farther, due to ethical and legal concerns about blending human and animal DNA.

"The purpose of the work was to raise those almost frightening issues," artist Koby Barhad told me. Mission accomplished, Koby.


Actually, celebrity DNA is quite the commodity. A few years ago, a venture called MyDNAFragrance marketed several perfumes that supposedly reflected the DNA coding of Elvis as well as Michael Jackson and other dead celebs. (Sorry, those celebrity-themed fragrances, including "Blue Suede," is no longer available.) The DNA for that project came from University Archives' collection of celebrity hair. The Elvis hair that Barhad used came from another source: an eBay vendor who was selling strands for $22.

Barhad, a 35-year-old MFA student at London's Royal College of Art, said he didn't actually submit the Elvis strands for DNA sequencing. Instead, he conducted a practice run with the aid of a couple of researchers from Imperial College. The scientists analyzed DNA extracted from their own strands of hair, as well as from cheek swabs, to confirm that it would be possible to get some sort of genetic reading from the hair alone.

Barhad was particularly interested in seeing whether the DNA tests could identify a variant of the human ACTN3 gene that has been associated with athletic performance. "We proved that those particular scientists didn't have that gene," he told me. Theoretically, then, the DNA tests might be able to identify the genetic signatures of particular traits in Presley's DNA?? although realistically, there's some question about how much the DNA might have degraded over the decades.

The next step in the concept would be to breed mice that reflected that genetic signature. Theoretically, you could insert a string of code from the Elvis genome into the desired mouse gene, through a procedure similar to that used to create lab animals with specific mutations. Barhad said another option would be to identify a genetic twist in the mouse genome that parallels the twist in the Elvis genome. For example, if Presley had?a particular mutation of the ACTN3 gene, mice could be bred with a similar mutation.

Koby Barhad's concept envisions a stacked series of mouse cages that reflect different aspects of Elvis Presley's life.

The final step in Barhad's art project, titled "All That I Am," would put the Elvis-themed mice in a variety of postmodernistic cages that reflect phases of the rock star's life: One cage might have a funhouse mirror to enlarge the mouse's image, just as Presley's ego was inflated by fame's mirror. Another would put the mouse on a treadmill, calling to mind how "Elvis worked himself to death" in his final years.

It's worth emphasizing that the Elvis mice do not exist, despite what some websites initially reported.

"I guess the project created a space to imagine a scenario we are all afraid of and want to experience at the same time," Farhad said in an email, "and that was the reason all the news [sites] published it as if I produced this specific mouse, instead of just suggesting it. The funny, or actually scary, thing is that a place in the U.S. ... already contacted me to buy the specific mice. So I think it kind of proves that it is much more real than I even imagined it would be. I'm still writing emails to everyone saying I didn't actually go as far as producing the clones."

In today's follow-up Skype voice call, Barhad said he had no intention of creating an Elvis mouse. "The thing I'm thinking of doing is having my own mouse" that would reflect his own genetic code, he said.

However, Barhad said he'd have to do some more research before going forward with that part of the art.

Cheney: Romney 'only' man for foreign policy

WILSON, Wyo. (AP) ? Former Vice President Dick Cheney told Republican fundraisers Thursday night that Mitt Romney is the "only" man who can make the right decisions in unexpected foreign policy crises. The presumptive 2012 Republican presidential nominee called Cheney a "great American leader" ? and never mentioned former President George W. Bush.

Cheney said serving under four presidents taught him that a surprising international crisis is inevitable.

"When I think about the kind of individual I want in the Oval Office in that moment of crisis, who has to make those key decisions, some of them life-and-death decisions, some of them decisions as commander-in-chief, who has the responsibility for sending some of our young men and women into harm's way, that man is Mitt Romney," Cheney said to applause.

It was a strong endorsement from a man who has come to represent the neoconservative foreign policy wing of the Republican Party. Until Thursday, Romney had avoided appearing with Cheney or with Bush.

Cheney, who generally avoids retail politicking, is still a controversial figure because of his hawkish foreign policy stances and support for enhanced interrogation techniques ? like waterboarding ? that many consider torture. Democratic President Barack Obama banned those techniques after he took office.

Donors gathered Thursday night under a tent next to the driving range at Teton Pines Country Club, a golfing community where Cheney has a home. After Cheney introduced him, Romney praised the former vice president as "a great American leader."

Romney criticized Obama's domestic policies on health care and spending. "But the foreign policy mistakes, I believe, may be even longer lasting in their negative impact on the country," he said, but he did not specify those policies. In the past Romney has attacked Obama's policies on Iran, China and Israel, although he has praised the president for authorizing the raid that led to the death of Osama bin Laden.

Romney raised more than $4 million with Cheney, long a strong fundraiser in part because of his popularity among the conservative Republican base. The Cheney-sponsored events in this resort area near Yellowstone National Park represent a welcome endorsement for Romney, who is eager to win over more of the party's base.

Cheney was hosting Romney at a private dinner at his Wyoming home after he posed for photos with Romney and the fundraisers who had flown from all over the country for the event. They were drawn either by Cheney or by the dramatic beauty of the mountains in this resort valley. New York Jets owner Woody Johnson, a national campaign finance co-chair, was in attendance, as were bundlers from Texas, Arizona, Oklahoma and New York, among other places.

Oklahoma City oil magnate Harold Hamm, frequently mentioned in Romney's standard campaign speech as an inspiring rags-to-riches example of American entrepreneurship, also attended. Hamm drove a truck to put himself through college before striking it rich in North Dakota.

"Harold's doing just fine, by the way. How you doing, Harold?" Romney called out, as the crowd laughed. "Forbes publishes his net worth on a regular basis."

Hamm is No. 78 on Forbes' list of the world's billionaires, worth $11 billion, according to the magazine.

Attendance at the dinner with Cheney cost $30,000, though many had already contributed that much before Thursday night's event. Cheney's red-doored home is at the end of a cul-de-sac and overlooks the golf course and the Grand Teton mountain range. The Secret Service had set up metal detectors on the back lawn in preparation for the dinner.

Romney doesn't have a close personal relationship with the former vice president. While he speaks regularly with former President George H.W. Bush, Romney seldom refers by name to the most recent Bush to occupy the White House. On occasion he goes out of his way not to say Bush's name out loud and simply calls him "the predecessor" to Obama.

Romney has embraced Cheney in the past. Last year, he told an Arizona town hall that Cheney's "wisdom and judgment" would provide a model for choosing his own vice president.

Many of Romney's policy advisers were officials in the Bush White House. Former Secretary of State Condoleezza Rice recently endorsed the former Massachusetts governor. On Thursday, Romney aides refused to comment on reports that Rice is a top consideration for vice president. Earlier this month, Romney's wife, Ann, said her husband was considering choosing a woman as a running mate.

Romney's visit with the GOP sage came as he was in the final stages of picking his No. 2. Cheney is familiar with the process: He was charged with leading Bush's vice presidential search in 2000 and ended up vice president himself. Romney has tasked longtime aide Beth Myers with leading his own vice presidential search.

Cheney has long struggled with cardiovascular disease, suffering a heart attack in 2010, his fifth since the age of 37. Now 71, he received a heart transplant earlier this year at a more advanced age than most patients.

Cheney's daughter Liz also attended Thursday's fundraiser. She recently bought a house in Wyoming, sparking questions about whether she plans to run for office. Her father was elected to six terms as a House member from the state.

Olympic torch's round-UK relay gets royal touch

The Olympic torch has made its most eminent journey yet. In the space of just a few hours it passed through the hands of two sporting knights, a champion jockey and was greeted by the Queen. ITV's Tim Ewart saw its stately progress.

LONDON - The spirit of the Olympics came to Britain?s Windsor Castle on Tuesday as Queen Elizabeth II welcomed torchbearers to her home.

Local residents ran through the grounds of the royal residence carrying the flaming symbol of the sporting event.


The torch was on the latest leg of a winding, 8,000-mile U.K.-wide itinerary that ends with its arrival at the Olympic Park in Stratford, east London, on July 27 for the televised ceremony at which the queen will declare the Games open.

It has already been carried from Land?s End, at the far south-western tip of England, to Wales, Northern Ireland and across to Scotland.

It even briefly crossed the border into the Republic of Ireland on its route, which was designed to take it within an hour's?journey of?95 percent of Britain's population.

Some didn?t have to travel at all: The queen carried an unopened umbrella Tuesday as rain-sodden runner Gina Macgregor, 74, took the torch directly to her front door at Windsor Castle, in Berkshire.

Earlier in the day, it was held aloft by Roger Bannister, the first runner to smash the four-minute mile in 1954. Bannister, 83, walked 30 yards along the same track in Oxford where he ran the mile in three minutes, 59.4 seconds on May 6, 1954.

Even with more than two weeks still to run, the torch has already seen its fair share of human drama, including a torchbearer in Yorkshire who paused to propose to his girlfriend.

In emotional scenes last month, Lance Bombardier Ben Parkinson -- the most seriously wounded British soldier to survive the war in Afghanistan -- was cheered and applauded by crowds as he bravely carried the flame 300 meters despite his crippling injuries.

American stuntman Nick Macomber carried the torch in a special hands-free carrier while using his free hands to control a jet pack on his back when the relay passed Britain?s National Space Centre in Leicester, central England.

And earlier this week some onlookers saw more than they bargained for when a streaker ran ahead of the relay in an apparent protest on behalf of Tibetan independence.

Among the highlights still to come are visits to the ancient site of Stonehenge, the white cliffs of Dover, and London?s Kew Gardens.

Nottingham Forest bought by Kuwaiti family

NOTTINGHAM, England (AP) -The Al-Hasawi family from Kuwait has bought English first-division football club Nottingham Forest from the estate of its late owner Nigel Doughty.

Doughty put the club up for sale last October before dying of a cardiac arrest at his home in February.

"It is an honor and a privilege for the Al-Hasawi family to assume control of this great club steeped in history," Fawaz, Abdulaziz and Omar Al-Hasawi said in a statement.

Forest, a two-time European champion, finished 19th in the division last season.

The new owners will be introduced on Saturday.

(AP) ? A tiny blood-sucking parasite that infests fish on Caribbean coral reefs has been named after Jamaican reggae icon Bob Marley.

Arkansas State University marine biologist Paul Sikkel discovered the parasite off the U.S. Virgin Islands a decade ago but it was only recently unveiled as "Gnathia marleyi" as an homage to the singer.

Sikkel says he dubbed the tiny crustacean due to his "respect and admiration" for Marley, who died in 1981.

The National Science Foundation says the creature is a new species within the family of gnathiids, parasites commonly found on coral reefs that are ecologically similar to blood-sucking ticks on land. It infests some fish that inhabit reefs of the shallow eastern Caribbean.

Celebrities such as comedian Stephen Colbert and singer Beyonce have had insects named after them.

Greek earthquake shakes Israel, too

TEL AVIV, Israel, July 9 (UPI) ? A 5.7-magnitude earthquake that shook the Greek island Rhodes Monday was also felt in Jerusalem and other parts of Israel, Israeli officials said.

The quake?s epicenter was approximately 354 miles northwest of Israel, Haaretz reported.

?At 4:55 p.m. an earthquake measuring 5.7 was felt in the Mediterranean Sea southeast of Rhodes. The quake occurred at a depth of 50 kilometers [31 miles] and was felt in various places including Tel Aviv, Jerusalem, and Afula,? said a report from the Geophysics Institute in Lod, Israel.

The previous earthquake felt in Israel was a 5.3-magnatude quake in May that was also centered in the Mediterranean Sea, the American Geophysics Institute said.

Friend of Assad deserts Syria for France

BEIRUT (Reuters) - Manaf Tlas, a family friend of President Bashar al-Assad and head of a unit of his elite Republican Guard, has fled Syria for France and has information about the regime that could help its opponents, the Syrian rebel army said on Friday.

Tlas, whose empty Damascus home was ransacked by security police, had traveled via Qatar, a strong backer of the rebels, according to one opposition source.

Tlas has not been seen since news broke of his flight and has made no statements.

His brother Firas is in Paris, according to a European diplomat, and sister Nahed, the widow of a rich Saudi arms dealer who is well connected with the French political elite, lives in the French capital as well.

There were unconfirmed rumors that France, one of the major Western powers demanding that Assad step down, may have had a hand in Tlas's escape from the Syrian capital, a high-profile defection which could encourage the splintered opposition.

U.S. Secretary of State Hillary Clinton said it showed that some of Assad's circle were starting to "vote with their feet".

But a U.S. official cautioned that it was too soon to say whether Tlas had simply deserted a sinking ship or would offer his services to the anti-Assad cause.

"Firas called our envoy in France and told him that he wants to support the revolution, and that Manaf has information about the regime the family and he wants to defect," said Qassem Saadeddine, spokesman of the Free Army command inside Syria.

"That was one month ago," said Saaededdine, who is also head of the rebel military council in Homs province.

French Foreign Minister Laurent Fabius told a meeting of Syrian rebels and their backers hosted by Paris that Tlas was on his way to France, the former colonial power which has been a refuge for many Syrian dissidents in the past.

A friend of the Tlas family corroborated the information.

"He left Syria and arrived yesterday (Thursday) in Turkey. He wants to come to France to join his family," the friend told Reuters by telephone from the French capital.

He declined to give details of Tlas's route out of Syria to Europe. But opposition sources said it included Qatar.

Tlas, a Havana cigar smoker in his mid 40s, enlivened the social scene in Damascus as well as serving as a brigadier-general. His father Mustapha, defense minister under Assad's father for 30 years, has been in Paris for months, a diplomat said.

The family comes from Syria's Sunni Muslim religious majority, and Tlas's desertion from an inner circle dominated by Assad's fellow Alawites opens a first, ominous crack at the heart of ruling elite which has withstood lesser defections.

MOTIVE AND CONSEQUENCES

U.S. officials said Washington does not yet consider him a "defector" since he has not yet joined the Syrian opposition or pledged his loyalty. "He has abandoned the regime," said one. "The next question is: 'Does he join the opposition?'"

But a Pentagon spokesman called it a significant move by a senior officer and a personal friend of the Syrian president, and a "crack in the inner circle".

"We do believe that General Tlas's defection is significant," said Navy Captain John Kirb. "He is a senior official in the Syrian army. He's a former friend of Assad, so we don't believe this defection should be taken lightly."

Whether or not his move heralds a wider crack-up of the regime, Tlas was popular and charismatic, so the consequences for Assad could be "more a public relations black eye than a colossal blow to the solidarity of his entourage".

Friends have said Tlas was troubled by conscience. He may also believe, as Assad's enemies keep insisting in the face of stubborn resistance from well-equipped government forces, that 42 years of rule by the Assad dynasty are coming to an end.

The revolt against Assad which began 16 months ago and has killed over 15,000 is led mainly by Sunnis. Tlas's break with his friend may be symptomatic of an erosion of support for the president among the Sunni business elite, who have been slow to endorse an uprising driven by their poorer co-religionists.

He leaves behind a country now deeply scarred by a virtual civil war, where Syrians in shattered towns not 10 miles from the capital are digging mass graves to bury those killed in shelling or by vengeful pro-Assad militiamen.

Fighting has reached an "unprecedented level" in recent weeks, according to the head of a United Nations monitoring mission in the country, General Robert Mood, and activists are recording death tolls averaging around 100 per day.

Army shelling and assaults on Friday morning killed three people in the southern province of Deraa, where the revolt began, near the Jordanian border. In the northeastern province of Deir Ezzor, activists reported fierce clashes.

END OF A FRIENDSHIP

Tlas commanded a brigade of the Republican Guard, an elite force headed by Assad's feared brother Maher, one of the architects of the bloody crackdown that began in March 2011.

His departure alone is unlikely to affect greatly the capability of the Syrian army, but it may encourage other senior Sunni officers to desert. Assad's enemies in the West as well as at home are likely to capitalize on the news.

Government sources said his "desertion means nothing," and that "if Syrian intelligence had wanted to arrest him it would have". But a source in the exiled opposition called it "a very important defection", saying the 105th Brigade "is very attached to their general, so we can say the true defection has started".

A Western diplomat who knew Tlas in Damascus, where the general and his wife pursued a glamorous society lifestyle with interests in the arts, told Reuters: "His defection is big news because it shows that the inner circle is disintegrating."

A witness in Damascus, who spoke anonymously for fear of the security services, said Tlas's house in the Syrian capital had been ransacked by security agents on Thursday: "They took away everything," the witness told Reuters.

Friends say Tlas was dismayed by violence, which hit his hometown Rastan especially hard. Many fellow Sunni Muslims have joined the rebel Free Syrian Army, saying the Tlas clan was dishonored by association with the crackdown.

$99 Ouya Android-powered game console outed

Is the world ready for yet another game console? How about one that costs just $99 and has the open source Android operating system running things inside? If that intrigues you, the startup funding website Angelist (free registration required) has a new listing for such a project, called the Ouya.

The listing for the product also claims that every game that's available on the Ouya will be free to play. A development kit will be included with the purchase of the console so anyone can hack into the Ouya and make it their own. The team behind the Ouya includes Yves Behar, who helped to create the One Laptop Per Child notebook.

Other team members that are listed include Ed Fries, who worked with the team that launched the original Xbox for Microsoft, and Julie Uhrman, who previously worked at IGN as vice-president of their digital distribution division.

Unfortunately, that's all the information that's been revealed about the Ouya (and no, we don't know what that name means, either). There's no word on what kind of hardware will be inside the machine or if it is using a cloud streaming service such as OnLive and Gaikai. While we like the price point and the whole hacking mentality behind this product, we simply don't know enough about it to render a verdict yet.

PARIS (AP) ? A top Syrian general's defection is the first major crack in the upper echelons of President Bashar Assad's regime, buoying a 100-nation conference Friday meant to intensify pressure for his removal, as well as an opposition desperate to bring him down but frustrated by diplomatic efforts.

All hoped the defection of Brig. Gen. Manaf Tlass, an Assad confidant and son of a former defense minister who helped ease Assad into power, would have a snowball effect on his elite cohorts as Syrians count their dead ? now more than 14,000.

U.S. Secretary of State Hillary Rodham Clinton said Syrian leaders "are starting to vote with their feet" by abandoning the four-decade-old Assad dynasty, which continues to defy international efforts for peace. "Those with the closest knowledge of Assad's actions and crimes are moving away," she told reporters at the close of the conference.

French Foreign Minister Laurent Fabius was more blunt. Tlass' defection means that even the inner circle of Syria's ruler is starting to realize "that you cannot support a butcher like Mr. Bashar Assad," he declared.

The conference of the so-called "Friends of Syria" group brought together the U.S., its European and Arab partners, and the fractious Syrian opposition, all looking to turn up the heat to force Assad from power.

A series of commitments included providing means for the opposition on the ground to better communicate among themselves and with the outside world, and increasing humanitarian aid.

Participants vowed to find ways to ensure that sanctions are enforced and called on the U.N. Security Council to urgently adopt a resolution that would give force to a six-point plan by envoy Kofi Annan and endorse a transition plan adopted in Geneva ? broad enough to get acceptance by Russia and China, which have blocked most action in the Security Council.

But the announcement of Tlass' defection upstaged the declarations. It was unclear where he was going. Fabius initially said he was headed to France, where his sister lives, then backtracked and said his destination was unknown. It was also not clear whether Tlass was actually joining the struggle against Assad ? as was widely assumed.

The news bolstered hopes and helped allay frustrations among the varied opposition groups, many of whom want a concrete plan to oust Assad.

"The defection of Tlass, 16 months after the start of Syria's popular uprising, will encourage a lot of similar people to defect as well," Hassem Hashimi, a member of the Syrian National Council, predicted in an interview with The Associated Press in Paris.

The hope that it will inspire others to leave and open cracks in Assad's power base was one element that put opposition members on the same wave length as diplomats.

Tlass was a close friend and contemporary of Assad and, as the son of longtime Defense Minister Mustafa Tlass, was a member of the Syrian Baath Party aristocracy, part of a privileged class that flourished under the Assad dynasty.

"I think it's a major blow to Assad to see somebody who's a close confidant defect at this point," said Abdel Basset Sida, head of the Syrian National Council. "This shows us that the very heart of the regime is starting to crumble."

Mustafa Tlass and Assad's father, Hafez Assad, had been close friends since their days in the Syrian military academy in Homs and became even closer after being posted to Cairo in the late 1950s. After Hafez Assad rose to power in the early 1970s, Mustafa Tlass became defense minister and the Syrian president's most trusted lieutenant as he created the repressive system that still controls the country.

When Hafez Assad died of a heart attack in 2000, the elder Tlass helped engineer Bashar Assad's succession to the presidency and guided the new leader, an inexperienced young doctor. Tlass was the leader of a coterie of old regime figures that critics blamed for reining in moves to liberalize the Syrian regime.

"These defections send a message to Assad, but perhaps more importantly they send a message to those still left, which I hope they hear and heed," Clinton told reporters. "We have no doubt about the outcome here. We know that the Assad regime will fall. The question is how many more people will have to die before that happens. We want to see those on the inside hasten the day when a new transition can begin."

The gathering in France's capital aimed to win wider support for a transition plan unveiled by Annan last week. Joined by America's allies, Clinton called for "real and immediate consequences for non-compliance, including sanctions," against the Assad regime.

But with neither Moscow nor Beijing in attendance, much remained dependent on persuading the two U.N. veto-wielding powers to force Assad into abiding by a cease-fire and the transition strategy. Ministers urged governments around the world to direct their pressure toward Russia and China.

Russia and China have twice blocked U.N. condemnations of Syria's government and just last weekend worked to water down Annan's transition plan.

The Kremlin rejected the anti-Assad call on Friday, with Deputy Foreign Minister Gennady Gatilov quoted by the Interfax news agency as saying that Clinton's comments contradicted Annan's plan, which Washington and Moscow agreed to.

"There is no way of sitting on the side lines on this," British Foreign Secretary William Hague told the meeting. "If you don't impose sanctions and implement them thoroughly you are allowing ... the Assad regime the means to go on killing the Syrian people and we see the tragic results every day."

He urged nations to immediately stop buying Syrian oil and end cooperation with companies tied to its oil industry.

Fabius, France's foreign minister, maintained that events were bearing down on Assad. Besides the defection, he noted a resolution voted Friday by the United Nations' top human rights body condemning the violence in Syria and demanding authorities cooperate with a U.N. investigation into "widespread, systematic and gross violations of human rights."

Approved by a 41-3 vote in the 47-nation Human Rights Council, the resolution also calls on Assad's regime to release all political prisoners and allow independent monitors to visit detention facilities.

At the Paris conference, Hashimi and other members of the Syrian opposition pressed for a no-fly zone, similar to that imposed on Libya last year, to prevent Assad's forces from "flying over defected soldiers and civilians and bombarding them."

There was no letup in violence Friday. At least 25 people were killed by Syrian forces who torched more than 100 homes while seizing the northern city of Khan Sheikhoun from rebels.
