Kobach: GOP primary key to action on immigration

Asked by Time?s Swampland blog what the U.S. Supreme Court?s immigration decision means for Kansas, Secretary of State Kris Kobach predicted efforts to pass laws mandating that businesses use E-Verify and law enforcement check immigration status, a la Arizona. And he didn?t sound much like a neutral state elections official. ?But it will all be dependent on what happens in the Aug. 7 primary,? he said. ?Each state has its own little game: In Kansas we had a very conservative House and we had a very moderate/liberal Senate, and there was this coalition of Republican moderates who would align themselves with Democrats and had a governing majority and would defeat conservative legislation. In the Aug. 7 primary it will be determined whether it will be a conservative Republican majority or a moderate/liberal Republican majority. If the conservatives take control of the Kansas Senate, then I think you will see legislation like Arizona?s have a good chance of succeeding.?

    Egypt's Morsi in Tahrir tribute to people before oath

    Islamist Mohamed Morsi praised Egypt's Muslims and Christians alike Friday and symbolically swore himself in as the country's first elected civilian president, playing up people power before a huge throng at Tahrir Square.

    Crowds had packed the square from early in the day for the president-elect's appearance on the eve of his official swearing-in.

    Morsi, who won a run-off election earlier this month, was received with applause by the tens of thousands of people gathered in the birthplace of the revolt that overthrew his predecessor Hosni Mubarak last year.

    He promised a "civilian state" and praised "the square of the revolution, the square of freedom," in what he called an address to "the free world, Arabs, Muslims... the Muslims of Egypt, Christians of Egypt."

    Morsi symbolically swore himself in before the crowd, saying: "I swear to preserve the republican system... and to preserve the independence" of Egypt.

    "I am one of you. I fear only God," he told the crowd, hailing "the square of the revolution, the square of liberty -- Tahrir Square."

    Before his triumphant arrival, chants against the ruling military which took over on Mubarak's overthrow rang out as people gathered from mid-morning under a searing sun.

    In his speech Morsi, whose election has raised concerns among Egypt's sizeable Coptic Christian community, served Washington with advance warning that his politics will be markedly different from those of his ousted predecessor.

    He said he would work to secure freedom for Omar Abdul Rahman, a blind Egyptian cleric jailed for life over the 1993 World Trade Centre bombing.

    "I will do everything in my power to secure freedom for... detainees, including Sheikh Omar Abdul Rahman," Morsi said in his address to the hub of the 2011 revolution.

    Abdul Rahman was convicted in 1995 for his role in the World Trade Centre bombing, plotting to bomb other New York targets including the United Nations, and a plan to assassinate Mubarak.

    After taking the oath, Morsi will have to contend with the Supreme Council of the Armed Forces, led by Mubarak's longtime defence minister Field Marshal Hussein Tantawi, that will retain broad powers after it formally hands over.

    He also threw down the gauntlet to the SCAF, while addressing the people directly.

    "You are the source of power and legitimacy... there is no place for anyone or any institution... above this will," a defiant Morsi said. "I renounce none of the prerogatives of president."

    Earlier demonstrators chanted anti-military slogans including: "Down with the power of the military" and "Field marshal, tell us the truth -- is Morsi your president or not?"

    The liberal Wafd newspaper reported that Tantawi will remain defence minister in the new government.

    -- Differences over power transfer --

    The Muslim Brotherhood, from which Morsi resigned after winning the presidency, had called for a huge demonstration in Tahrir on Friday, under the slogan "Day of the transfer of power."

    The presidency has announced that Morsi will be sworn in Saturday before the Constitutional Court, after differences with the army over the transfer of power.

    Morsi "will go at 11 am (0900 GMT) Saturday to the Constitutional Court to take the oath before the Court's general assembly," said a statement released by state news agency MENA.

    Traditionally the president takes the oath in parliament, but Egypt's top court has ordered the disbanding of the Islamist-dominated legislature.

    The military subsequently assumed legislative powers and also formed a powerful national security council headed by the president but dominated by generals.

    By agreeing to be sworn in by the Constitutional Court, Morsi is effectively acknowledging the court's decision to dissolve parliament.

    The SCAF also reserves the right to appoint a new constituent assembly should the one elected by parliament be disbanded by a court decision expected on September 1, even though though the Brotherhood insists that only parliament can appoint the assembly.

    Media reports said Morsi was consulting a cross-section of Egyptian society before appointing a premier and a cabinet of mostly technocrats.

    In a meeting with Egyptian newspaper editors reported by most dailies on Friday, Morsi pledged there would be "no Islamisation of state institutions" during his presidency.

    Morsi has already met Tantawi, as well as a delegation from the Sunni body Al-Azhar, and another representing Egypt's Coptic church.

    Amnesty International on Friday urged Morsi to break the cycle of abuse under Mubarak and put Egypt on the path to the rule of law and respect for human rights.

    "Egyptians have heard many promises that their demands would be listened to and that things would change, but so far their hopes have largely been frustrated," said Salil Shetty, Amnesty's secretary general.

    Academic panel says Romanian PM plagiarized

    (AP) ? An academic panel ruled Friday that Romanian Prime Minister Victor Ponta plagiarized large sections of his doctoral thesis and called for him to be stripped of his Ph.D. The announcement adds to the political tensions in this Eastern European nation, where the president and prime minister are jockeying for power.

    The 39-year-old Ponta had earlier said he would resign if found guilty of plagiarism, but he issued no immediate response to the ruling. Just hours before the decision was announced, the education minister had dissolved the panel, saying he wanted it to have more members.

    But the panel members apparently ignored the order to disband. Marius Andruh, who heads the 21-member National Council for Attesting Titles, Diplomas and University Certificates, said it had determined 85 pages of the 307 pages it assessed had been copied without proper attribution.

    The subject of Ponta's thesis was the International Criminal Court. The prime minister has conceded that he credited sources in the bibliography but not always in footnotes. Ponta also insists the charges are politically orchestrated by his rival, Romanian President Traian Basescu.

    Education Minister Liviu Pop, a Ponta ally, dissolved the council earlier Friday, saying he wanted the panel to have a larger membership. He claimed that the ruling issued later was politically motivated and added that it was not valid, because eight of the 21 members were absent.

    Ponta was attending a European Union summit in Brussels on Friday. He is the latest high-profile European politician to be embroiled in accusations about plagiarism. Former Hungarian President Pal Schmitt and ex-German Defense Minister Karl-Theodor zu Guttenberg both resigned after facing similar claims.

    Plagiarism and other forms of academic dishonesty are endemic in Romania, a country of 19 million.

    After communism fell in 1989 and Romania pursued free market reforms, a large number of private universities and institutes opened, offering what some say were spurious academic qualifications. Cheating starts early in Romania and is widely acknowledged as common in schools. Teachers are known to accept bribes in exchange for turning a blind eye to students who copy during exams.

    There have been widespread reports about cheating in university finals. Medical colleges have been accused of selling exam papers and questions in advance to students, eroding trust in doctors.

    Chrome tops 310 million users, almost 100% growth over last year

    Chrome tops 310 million users

    Last year at Google IO, the company was bragging that it had racked up 160 million Chrome users. Since then, that number has nearly doubled, with the company claiming 310 million active users. Those consumers download roughly 1TB of data per day and type about 60 billion words according to Mountain View's crack team of analysts. The company even claims that 13 years of time have been saved thanks to the magic of Chrome's speedy rendering engine.

    Saipem Agrees to Changes in Scope of Work on Gorgon LNG

    Saipem said in a statement that it? has agreed to changes in the scope of its work on the existing Gorgon LNG jetty and marine structures project in Australia.

    The companyy did not provide any other details.

    Saipem, in consortium with Leighton Contractors, has been awarded in 2009 by Chevron the EPC contract for the Gorgon LNG jetty and marine structures project.

    The scope of work under that contract included engineering, procurement, fabrication, construction and commissioning of the LNG jetty and related marine structures for the Chevron Gorgon LNG plant on Barrow Island, 70 kilometres off the Pilbara coast of Western Australia.

    The Gorgon Project will develop the Gorgon and Jansz/Io?gas fields, located within the Greater Gorgon area, about 130 kilometres off the north-west coast of Western Australia.

    It includes the construction of a 15 million tonne per annum (MTPA) Liquefied Natural Gas (LNG) plant on Barrow Island and a domestic gas plant with the capacity to provide 300 terajoules per day to supply gas to Western Australia.

    Former President George W. Bush has lost his headagain.

    "Game of Thrones" made headlines earlier this month when it was revealed that one of the heads lining the walls of King's Landing in the season one finale resembled the former U.S. commander-in-chief. HBO responded by immediately issuing an apology, pulling the episode from their streaming and online services, and even halting home-video shipments of the season.

    Now, the episode is back online, and Bush's head has been erased, the Washington Post reports. In his stead is a generic, weak-chinned Westerosi, with a sad frown that pretty much epitomizes the unexpectedly dramatic situation.

    When word first hit about the likeness of Bush's severed head appearing on "Thrones," HBO officials were quick to release an apologetic statement: "We were deeply dismayed to see this and find it unacceptable, disrespectful and in very bad taste ... we made this clear to the executive producers of the series who apologized immediately for this inadvertent careless mistake. We are sorry this happened and will have it removed from any future DVD production."

    For their part, executive producers and co-showrunners David Benioff and D.B. Weiss — who first pointed out the resemblance to Bush in a DVD commentary track, which was then picked up and widely reported by an eagle-eyed Reddit user — followed suit with an apology of their own.

    "We use a lot of prosthetic body parts on the show: heads, arms, etc. We can't afford to have these all made from scratch, especially in scenes where we need a lot of them, so we rent them in bulk," the pair said in a joint statement. "After the scene was already shot, someone pointed out that one of the heads looked like George W. Bush."

    Well, no one can say the head looks like Bush now, can they? Then again, from the right angle, in the right light ...

    Victim Seriously Injured in Single-Vehicle Crash in Sage

    SAGE, California (RIVERSIDE COUNTY)?The driver of a vehicle was seriously injured after they were ejected from their vehicle?after crashing into a fence Sunday afternoon.

    According to a Riverside County Fire Department official, six fire fighters reported to the crash at 1:04 p.m. in the 31400 block of Coralee Lane in Sage. The motorist suffered serious injuries and was airlifted to an area hospital, said officials.

    No other vehicles were involved in the crash and investigators are trying to determine the cause of the accident, said a fire department spokesperson.

    ?Victims who are ejected from a vehicle in a collision typically suffer severe injuries or even worse, death,? said Attorney West Seegmiller, founder of the Seegmiller Law Firm. ?Taking small precautions such as wearing a seatbelt, placing children in child seats or booster seats and reducing speed can help prevent this from happening.?

    The National Highway Traffic Safety Administration reports that seat belts are effective in preventing total ejections. NHTSA data from 2006 shows that 1 percent of people wearing seat belts were ejected from a vehicle compared with 31 percent of unbelted people.

    Sports Utility Vehicles have the highest fatalities of unrestrained ejections and data shows that children are most likely to be ejected in car crashes, the NHTSA reports.

    To help prevent ejections, the NHTSA recommends making sure all passengers in the vehicle have their seat belts on. In 2008, more than 13,000 lives were saved nationwide because passengers had buckled up.

    RUB researcher and Japanese colleagues report in the Journal of Biological Chemistry

    How single cell organisms like bacteria manage to react to their environment is not yet completely understood. Together with colleagues from Japan, Dr. Samir El-Mashtoly from the RUB Department of Biophysics, led by Prof. Dr. Klaus Gerwert, has gained new insights into the molecular interactions during aerotaxis of Bacillus subtilis, i.e., the dependence of the movement direction on the oxygen concentration in the environment. The research team investigated the conformational changes within the protein HemAT. Via a signal transduction chain, this protein sends a command to the flagellar motor which controls the movement direction. They report in the Journal of Biological Chemistry.

    Signal transduction chain

    The signal transduction chain starts with binding of oxygen to HemAT's heme domain, which is also known from haemoglobin in the red blood cells and is called the sensor domain of HemAT. Oxygen binding leads to a conformational change in the sensor domain. This in turn provokes several further conformational changes within HemAT that finally affect the signalling domain of the protein. The signalling domain then transmits the information about a rise in oxygen concentration to other proteins within the cell. These proteins forward the message to the motor of the flagellum. The research team investigated how the information travels from the sensor domain of HemAT to its signalling domain.

    Protein helices forward the information

    For that purpose, Dr. El-Mashtoly used the time-resolved ultraviolet resonance Raman spectroscopic facilities in the Picobiology Institute in Japan. This method provides, for instance, structural information about the conformation of the protein and hydrogen bonding interactions on a nanosecond to microsecond time scale. The results suggest that the conformational change in the sensor domain, i.e., the heme structure, induces the displacement of two protein helices within HemAT. This displacement affects another helix which is continuous with the structure of the signalling domain. Due to a series of conformational changes, the information about oxygen binding thus reaches the signalling domain of the protein.

    WARSAW (AP) -Cristiano Ronaldo now gets the royal, reverential treatment at the European Championship even from some of his opponents.

    The Czech Republic faces Portugal on Thursday and by now, most are in such awe of the creative talents of the Real Madrid superstar that there is no point in hiding tactics.

    It is clear that Portugal will seek to push Ronaldo forward to expose the Czech defense, and equally clear that Czech coach Michal Bilik has already planned on how to deny him the necessary space to spread his magic.

    "If Ronaldo runs, it is impossible to stop him," Bilik said on the eve of the quarterfinal. "We have to close the defense and not give him any space."

    If the opponents are already full of admiration, Ronaldo's own teammates tried to outdo one another.

    Midfielder Joao Moutinho called Ronaldo the best in the world - better even than Lionel Messi - and coach Paulo Bento protected him when his lack of defending was questioned.

    "Every player has his own function or task," Bento said. "We try to combine this in the best possible way."

    Even Czech captain Tomas Rosicky said exceptional players merit exceptional rules.

    "If someone is on such a high level, he can afford not to help the defense and just score goals," Rosicky said.

    All this comes after Ronaldo was criticized for two wasteful games that put the Portuguese on the brink of elimination. Then he produced two goals and perhaps his best international game in a 2-1 come-from-behind win over the Netherlands which earned Portugal a spot in the quarterfinals.

    North Carolina tries to outlaw climate models

    Political satirist Stephen Colbert's solution to unfavourable climate science is simple: "If your science gives you a result that you don't like, pass a law saying that the result is illegal. Problem solved."

    Legislators in North Carolina are apparently of the same mindset. When a state-appointed commission announced that North Carolinians could expect 39 inches of sea-level rise by 2100, the Senate responded with a bill that legally prevents the Division of Coastal Management from using the climate model that forecasts fast-rising sea levels. Instead, the legislators would like to see coastal management use only a linear model, which predicts a mere 8-inch rise by the same year.

    The 8-inch model, based solely on historical records from the last 100 years, flies in the face of modern climate science. Sea level rise is due to a combination of climate-driven factors: warmer temperatures cause ocean water to expand, and rising temperatures are melting the Arctic and Antarctic ice caps. The combined feedback makes for exponential ? not linear ? growth. Yet the North Carolina bill states: "Rates of sea-level rise may be extrapolated linearly to estimate future rates of rise but shall not include scenarios of accelerated rates of sea-level rise."

    "This is unprecedented," says Orrin Pilkey, professor emeritus of geology at Duke University in Durham, North Carolina. "It's the first time a law has dictated the shape of a curve."

    NC-20, the group behind the bill, has argued that incorporating the 39-inch predictions would be an enormous economic burden on coastal communities. "The legislature has declined to face the problem of what we're going to do about it, and instead has attacked the science," contends Pilkey.

    Though the bill passed the Senate by 34 votes against 11 and seems poised to make a smooth run through the House, Pilkey and other climate scientists are hoping that the governor will veto it.
